In response to the 2015 Policy Address to expedite the provision of pre-school rehabilitation services for children with special needs, Tung Wah Group of Hospitals has established two service teams in January 2016 to provide on-site rehabilitation services for children who are attending our partner pre-schools, including all Tung Wah nursery schools and kindergartens. Due to the notable outcomes of the pilot scheme, the government has regularized the pre-school rehabilitation service starting from the 2018/2019 school year. In order to gradually meet the policy objective of “zero waiting time,” the number of service quota has been increased to 8000 in September 2020. Tung Wah Group of Hospitals has expanded its onsite pre-school rehabilitation services to 495 students. Our team A is currently serving 15 schools (180 students), our team B is serving 17 schools (180 students), while our team C is serving 15 schools (135 students).


  • To provide on-site early intervention for children aged 2-6 with special needs;
  • To enhance the learning and development of these children through supporting their caregivers and schools.


The intervention services will mainly be conducted on-site at nursery schools and kindergartens such that children learn in their most familiar environment. This facilitates the children to generalize their learning in their daily environment. However, on need basis, some of the training will be conducted at our seven supporting centres, most of which are equipped with a Multi-Sensory Room, Sensory Integration Room, Speech Therapy Room, other Interactive Activity Room and Parent Resources Area.

Service Recipients

1. Children below six years old and studying at one of the kindergartens or kindergarten-cum-child care centres participating in our “Sunshine Kids”scheme, and

2. Being placed on the waitlist at the Central Referral System for Rehabilitation Services (CRSRehab) of the Social Welfare Department (i.e. children who received formal recognized assessment).

3. Children waiting for assessments by the Child Assessment Centre of Department of Health (depending on service capacity, provided that the number of these children will not exceed 10% of the team’s service capacity)

4. The teachers, child care workers, parents, or caregivers of the above children.
