History

The Government has partnered with the Urban Renewal Authority (URA) to launch the Lift Modernisation Subsidy Scheme (LIMSS) which assists building owners to modernise or replace aged lifts. Residents living in buildings served by a single lift or one lift per floor may face difficulties during lift suspension periods. To alleviate these challenges for needy residents, URA has appointed the Tung Wah Group of Hospitals as the project manager to coordinate a series of outreach social services. Additionally, URA has engaged The Evangelical Lutheran Church of Hong Kong and St. James’ Settlement as service operators to provide outreach and supportive services in various service areas.

Project Period

Provision of Outreach Social Services - December 2022 to November 2025

Basic Eligibility Criteria


  • The building applying for LIMSS has lift service that is currently suspended or will suspended; and
  • The building is either served by a single lift or by one lift per floor; and
  • The applicant encounters difficulties walking up or down the stairs; and
  • The applicant is aged 60 or above or has a disability; and
  • The applicant lacks support from family members, other carers or community services.
