History
- Since 2000, the Community Services Division (CSD) of Tung Wah Group of Hospitals (TWGHs) has been providing stationing social work service and parent education programmes in its kindergartens and nursery schools.
- In 2019, the Social Welfare Department (SWD) launched the Pilot Scheme on Social Work Service for Pre-primary Institutions. TWGHs was funded to establish three stationing social work teams, serving a total of 48 pre-primary institutions across Hong Kong.
- Following the positive outcomes of the pilot scheme, the Social Work Service for Pre-primary Institutions (SWSPPI) was regularised in 2022 and implemented under a district-based mode. Starting from August 2024, TWGHs operates one of these service teams in Tuen Mun, Wong Tai Sin & Sai Kung, and Sha Tin Districts, providing stationing social work service to the relevant pre-primary institutions. The service aims to seize the critical stage of early childhood development, collaborating with school personnel and parents through early identification and intervention, offering appropriate support to children and families in need.

Services Scope
- To early identify children and families in need, provide appropriate services and prevent crises.
