History
- Since 2000, the Community Services Division (CSD) of Tung Wah Group of Hospitals (TWGHs) has been providing stationing social work services and parent education programs for the kindergartens and nurseries under its organization.
- In 2019, the Social Welfare Department launched the "Pilot Scheme on Social Work Services for Pre-primary Institutions" under which TWGHs received funding to establish three teams of stationing social workers, providing services to 48 pre-primary institutions across Hong Kong.
- Due to the effectiveness of the pilot scheme, the Social Work Services in Pre-primary Institutions (SWSPPI) was regularized in 2022 and implemented in a "district-based" approach. Starting from August 2024, TWGHs operates SWSPPI teams in Tuen Mun, Wong Tai Sin and Sai Kung, and Sha Tin districts. These teams serve 48 pre-primary institutions in a total, aiming to seize the critical stage of early childhood development. By collaborating with school personnel and parents, the SWSPPI teams provide support to children and families in need through early identification and intervention.
