History
Launched in 2017, KeySteps@JC is a pilot project to promote the development of young children from disadvantage backgrounds during their formative years. Utilising a holistic approach, bringing together the health, education and welfare sectors, it seeks to create a stimulating and child-friendly environment in school, home and community. Since 2022, the project has expanded from two to five districts, namely Kowloon City, Sahm Shui Po, Shatin, Tuen Mun and Yuen Long. A key ferature is the establishment of a community hub in each district – keySteps@JC Hub – to provide a learning platform and supportive social network for children, parents and schools. By 2027, the project aims to benefit 70,000 kindergarten children and their families around 280 kindergartens and over 900 early childhood professionals.
KeySteps@JC is created and funded by the Hong Kong Jockey Club Charities Trust and co-created by City University of Hong Kong, The Education University if Hong Kong, The University of Hong Kong, The Boys’ & Girls’ Clubs Association of Hong Kong, Hong Kong Christian Service, The Tsung Tsin Mission of Hong Kong Social Service and Tung Wah Group of Hospitals.
TWGHs joins KeySteps@JC Phase 2 and operate KeySteps@JC Hub (Tuen Mun), located at TWGHs Lui Wing Cheung Children Centre. To build the KeySteps@JC Hub in Tuen Mun, we have consulted different parties, such as district stakeholders, professions, and NGO partners.。

Facilities
KeySteps@JC Hub (Tuen Mun) is built for the children, by the children and with the children.
1. Children’s Space: A “children’s quality space” to converge the most needed support for holistic children development
2. Platform for Adults: A platform to engage significant adults to learn and co-create knowledge, to best support holistic development of children
3. Community Connector: A community connector with children at the centre to convey children’s voice to the community while pulling efforts from different stakeholders to foster a child-friendly community
